Metal Sonic: ReBooted

I'm planning on making a prequel to the main Metal Sonic series, it will be my entry to the Competion05
As there are limits the game will be short yet sweet, also as I've learnt from my previous mistakes I'm sure this will turn out fine.
The story basically is Metal Sonic has been tasked by Eggman in finding the Chaos emeralds, learning that Sonic was on adventure somewhere (I dunno Barbados or somewhere).
Meanwhile Tails is scrounching around in a scrapyard mostly filled with Eggman's old robot's and machines, (can you see where I'm going with this yet?) only to come acoss one of the chaos emeralds, only to have it taken away by Metal Sonic, knowing Sonic isn't around Tails feels it is up to him to stop Metal Sonic from obtainig all the chaos emeralds, staring at the pile of junk before him, he hatches a plan!

This game will be a shooter only more basic than the original, for instance the only powerups available will likely only be the weapons, maybe different than before.
In each level you would different robots that tails fixed up, and then face tails himself in one of Eggmans old machines.
OH! Did I mention I was basing this off the Game Gear titles?

Oh any other ideas for this are welcome.
